You are permitted to create a Pokémon Trainer at one of four possible Skill Levels, which determines the number of Pokémon they are allowed to start with, as well as their default strength. They're not actual milestones of progress so much as they are a way to convey a couple of points that you can start your character out at. No matter what kind of Trainer you make, they cannot begin with an evolved Pokémon, nor can the Pokémon be rare, Mythical, or Legendary.
If your character would start with a Pokémon whose Level is at or above a threshold that would enable them to evolve, then that Pokémon will evolve the next time they gain another Level at the Pokémon Center.[break][break]

All Pokémon the Trainer begins their journey with must be on the Hoenn National Pokédex, or it will not be deemed valid for roleplay. The only exception to this rule is if the Trainer originates from a region that is not Hoenn; in this case, they are permitted to begin with one Pokémon from their native region.[break][break]
Starter Pokémon unique to specific regions (e.g. Charmander, Squirtle, and Bulbasaur in Kanto) are exclusive to these regions and cannot be obtained elsewhere in any way; if you want your character to begin with such a Pokémon, they must come from that respective region in order to qualify for one. These Pokémon count towards the foreign starter Pokémon limit, meaning characters that begin with one cannot begin with another region-exclusive Pokémon in addition to it.[break][break]

A character cannot be formally recognized as a Pokémon Trainer if they are below the age of 10. Though they can participate in Pokémon Battles and even own Pokémon, they are barred from participating in the Pokémon League Gym Challenge and cannot legally purchase Key Items.[break][break]
Trainers receive an official Trainer ID at 10 years old, following the completion of a short and simple written exam. These small cards formally recognize the holder as legally qualified to participated in the Pokémon League Gym Challenge and gives them the authority to purchase Key Items without adult supervision. Note: These points are merely to enrich the character creation process and are not actually interactive elements within the role-playing environment itself.[break][break]
